Speeches at II International Congress on Control and Internal Audit in the Integration Process with the European Union, on November 6th - 8th in Cracow, Poland November 12, 2003 Dr.Haluk F. Gursel, CFE and Mr.Michael Martinez - Ferber,CFE were invited as speakers at the II. International Congress on internal Control and Audit, which took place at the Cracow University of Economics and hosted by Polish Institute of Internal Control and Audit (PIKW). The Congress was attended by Internal Auditors, Bank specialists and Officials from the EU and Poland. Speakers included Edmund Saunders,CFE ,President of PIKW, Robert de Koning from the European Commission (Assistance to Accession Countries) and Alain Marcilhacy, Special Adviser to the President of the European Commission, Mr.Romano Prodi as well as specialists from Cracow University of Economics, Transparency International and the National Bank of Poland. Dr.Gursel's speech on "Fraud Profile: Fraudsters, their Work and Results" was followed by a broad discussion with the attendees. In his presentation, Dr Gursel spoke of a new profession in Europe, that of the fraud examiner, for which, he augured a promising future within the Enterprise Risk Management (ERM) framework and other corporate control models. Mr.Martinez Ferber discussed the "Planned Bustout, Societas Shopping and a New Threat to International Banking" focusing on problems arising from cross-border insolvencies and misuse of the European Insolvency Regulation by fraudsters. Mr.Martinez Ferber also referred to the latest ECJ decisions on the freedom of establishment ("Überseering" and "Inspire-Art") pointing out the importance of these topics for the accessing countries as well as the need for exchanging information and experience with regard to threats arising from the latest EU-rulings.
